While the double-round robin single table format had been used in the first two seasons, a new format was implemented for the third Baltimore Major Soccer League season. Beginning in 1939-40, a split season was implemented in all Baltimore amateur leagues including the BMSL. The winners of each half would meet in a two-game total goals series to settle the BMSL title.
M. Shaivitz left the league during the offseason but the BMSL grew to eight clubs with the additions of Ashton A.C., North Point of Edgemere, Gollers A.C., and Lou Smith A.C. But, unable to secure a manager and players, German Sports Club turned in its franchise two weeks into the season without playing a match. And, after only playing two second-half matches, Corinthian dropped out in early January.
Ashton A.C. won the first half by a point over defending champion St. Gerard. Those two teams flip-flopped in the second half with Gerard winning that round. Ashton won the first title match 2-1 and the second game ended in a 1-1 draw giving Ashton the league title. Also, for the first time, no BMSL team would play in the Rowland Cup final as both Ashton and St. Gerard lost in the semifinals to Greater Baltimore Soccer League clubs.
Finally, the standings for this season, especially the second half, are likely incomplete.
